PI61628: A 404 error might be generated when using redirectToWelcomeFile

Error description

If an application is using the redirectToWelcomeFile
configuration, a URI with duplicate pathInfo  will be
generated and a 404 error will be thrown if one of the
following conditions is true:
- The com.ibm.ws.webcontainer.RedirectWithPathInfo
WebContainer custom property is set to true
- The Liberty server is configured to use the servlet 3.1
feature

If an application is using the redirectToWelcomeFile
configuration, and the
com.ibm.ws.webcontainer.RedirectWithPathInfo WebContainer
custom
property is set to true, a URI with duplicate pathInfo  will be
generated when redirecting to the welcome page and a 404 error
code will be returned.
Also, this problem will happen if using Liberty with the
Servlet
3.1 feature and an application is using the
redirectToWelcomeFile configuration.

Problem conclusion

The WebContainer code was modified to redirect to the correct
welcome page URI.

The fix for this APAR is currently targeted for inclusion in
fix packs 8.0.0.13 and 8.5.5.10 for WebSphere Application
Server and 16.0.0.2 for WebSphere Liberty. Please refer to the
