Error description

• The HTTP transport has a configuration setting for "Max
  connections per host".  This limits the number of outgoing
  connections to the host configured.  This setting is remaining
  at the default of 20.
  
  SYMPTOMS:
  
  When running a performance test against a web service that
  responds slowly, for example in 500ms, only 40TPS can be
  achieved per test engine.  HTTP connections are unable to be
  started until existing ones are completed.
  
  WORKAROUND:
  
  Run multiple test engines to increase load throughput.
