Error description
Insufficient synchronization is allowing multiple threads to read and write to collection data-structures that are not thread safe. This can cause a java.util.ConcurrentModificationException to be thrown which results in the generation of an FFDC and no applications getting started when the server starts.

Problem conclusion
Prevented the java.util.ConcurrentModificationException from being thrown by fixing the code to access the collections in a thread safe way. The fix for this APAR is currently targeted for inclusion in fix pack 16.0.0.2.
