PI61102: NOTIFICATION EMAILS ARE NOT SENT BY TRANSITION_NOTICE.PL WHEN CURRENT USER IS THE RESOLVER

Rational Change Interim Fix 7 for 5.3.1.1

APAR status

• Closed as program error.

Error description

• When the resolver of a CR completes a transition, notification
  emails are not sent to anyone. After the transition the
  event.log shows: "Resolver is same as assigner should not send
  email".
  

Local fix

• Remove or comment out the piece of code that implements
  "Resolver is same as assigner should not send email" in
  transition_notice.pl.
