PI61067: "CLEARTOOL LSPROJECT" FAILS WITH "DATABASE IDENTIFIER (DBID) NOT FOUND" AFTER LISTING 16 PROJECTS

Error description

• In some UCM projects that have been reformatted to VOB database
  schema level 80
  but are at VOB Feature Level 6 or less
  lsproject fails after listing 16 projects, with
  cleartool: Error: Database identifier (dbid) not found in
  database: "\projects".
  
  The failure occurs even if specifying "-short" or "-long" or
  "-fmt"
  
  It may list fewer than 16 projects, if some have been locked
  obsolete and the command does not specify "-obsolete"
  

Local fix

• Raise the VOB Feature Level to at least 7
