Error description

• This is observed where the date passed is between 1966 and 1979,
  to change hour from winter to summer time in Italy, with the
  appropriate VM argument applied ie:
  -Duser.timezone=Europe/Rome
  
  The exception occurs with both the EGL debugger and running via
  the generated Java program ie
  (15:17:21> endRunUnit OraLegaleDb (error termination) with
  returnCode=693
  (15:17:21> EGL0100E An unhandled error occurred. Error:
  java.lang.IllegalArgumentException: HOUR_OF_DAY: 0 -> 1.
  (15:17:21> EGL0002I The error occurred in OraLegaleDb processing
  the main function.
  EGL0100E An unhandled error occurred. Error:
  java.lang.IllegalArgumentException: HOUR_OF_DAY: 0 -> 1.
