Local fix

• Problem was introduced with PTF UI35137.
  Backoff PTF UI35137 to UI33718 and the problem should be
  resolved.
  

Problem summary

• ****************************************************************
  * USERS AFFECTED: Users of DB2 Tools Customizer z/OS.          *
  ****************************************************************
  * PROBLEM DESCRIPTION: ISPF error message ISRL080 displayed    *
  *                      when editing already customized DB2     *
  *                      subsystem. You will also notice all     *
  *                      the data gets overwritten by the IBM    *
  *                      distributed defaults, for the           *
  *                      previously edited DB2 subsystem.        *
  *                      This problem occurs if APAR/PTF         *
  *                      PI49177/UI35137 is applied.             *
  *                      The problem occurs for customers who    *
  *                      specify only GrpAttach but no DB2 SSID  *
  *                      under the "Associated DB2 Entries and   *
  *                      Parameter Status" on the IBM Tools      *
  *                      Customizer "Customizer Workplace".      *
  *                      This is called an implicit SSID         *
  *                      reference.                              *
  *                      These problems have been corrected      *
  *                      with this PTF.                          *

  * RECOMMENDATION: APPLY the PTF.                               *
  ****************************************************************
  Code has been changed to correct this condition.
