Defined the following to wlp/etc/repositories.properties

localLibertyRepository.url=C:\IBM\wlp-featureRepo-8.5.5.9.zi
p
useDefaultRepository=false

When running installUtility testConnection, the following
error occurs:

C:\tmp\wlp-kernel-8.5.5.9.2\wlp\bin>installUtility
testConnection
Testing the connection to all configured repositories ...
This process might take several minutes to complete.

Problem conclusion

Although the testConnection command failed, the installUtility
find and install commands should work fine.

The fix for this APAR is currently targeted for inclusion in fix
pack 16.0.0.2.  Please refer to the Recommended Updates page for
delivery information:

Temporary fix

Use double slash characters as follows:
