Error description

• he DTX_SCHEMA_ENCODING environment variable is not working in
  TX 8.4.1.3 on z/OS.
  
  When the DTX_SCHEMA_ENCODING environment variable is set to
  IBM-1047, the map creates XML output as UTF-8 instead of EBCDIC.
  
  The map output card does not include the prolog or encoding
  value.
  
  The same map and data produces XML output as EBCDIC with TX
  8.3.0.6.

Problem conclusion

• Corrected the functioning of DTX_SCHEMA_ENCODING when using
  Xerces type tree in z/OS. Previously WTX would ignore
  DTX_SCHEMA_ENCODING value and encode data to UTF-8. Corrected
  initialization issue and WTX properly honors DTX_SCHEMA_ENCODING
   value in z/OS.

  8.4.0.5, 8.4.1.4, 9.0.0.0
