Error description

• There is a differential in IR handling, updating when
  implementing via the IDE or a headless build.
  Generation via the workbench, by default it will build the IR as
  the Build Automatically option is turned on by default.
  In headless mode via Ant task, or EGLSDK/EGLCMD, the build is
  not triggered by default.
  
  This can lead to the scenario where IR files are not updated
  when the Java is generated throwing error messages like the
  following while implementing the Ant task egl.generate in a
  headless build: IWN.VAL.9001.e - 0/0 - Generation of MyPart was
  terminated because the part mypackage.MyPart could not be found.

  * After altering the EGL source file and running the           *
  * egl.generate task, the IR files is not generated again, only *
  * the Java file is regenerated. The user has to run            *
  * workspaceBuild in prior to egl.generate to trigger new IR.   *

Problem conclusion

• If the EGL source file was changed since last generation,
  egl.generate will automatically regenerate the IR files.
