Error description

• When trying to record their HTTPS site with Internet Explorer,
  the customer observes that the page won't load, with Internet
  Explorer reporting "This page can't be displayed".
  
  Typically, there is a 5-minute delay between the attempt to load
  the page and the appearance of the "can't be displayed" message.
  During this time, the IE tab shows "Waiting for <servername>..."
  with a spinning circle icon.  At the end of the 5-minute delay,
  RPT logs an error like the following in the Error Log:

  The numbers after "Unknown" are sometimes different, such as
  "49.15" instead of "119.110".
