Error description

• When a rebase operation is removing a [rootless] component from
  the stream's configuration, and for any reason the rebase fails,
  then after resolving the condition that caused the failure,
  subsequent attempts to complete the rebase fail with:
  Rebase in progress on stream "XXXXXXXXXXX_Integration".
  Started by "uuuuuu" at 11/02/2016 6:47:28 PM.
  Updating stream's configuration...
  cleartool: Error: Can't update stream's configuration.
  cleartool: Error: Unable to update config.
  cleartool: Error: Unable to complete integration.
  cleartool: Error: Can't update stream's configuration.
  cleartool: Error: Unable to resume rebase.
  
  Also attempts to cancel the rebase fail with:
  cleartool: Error: Unable to cancel rebase because another
  operation is trying to complete.
  cleartool: Error: Unable to cancel rebase.
  
  
  Steps to reproduce:
  This occurs when removing from the stream's configuration a
  component in which, generally, several composite baselines have
  been created, along with other complicating factors.
  

Local fix

• Generic instructions to resolve this can leave the stream in an
  unstable state.
  Raise a PMR for assistance.
