Problem conclusion
This is caused by a NullPointerException on getting a mandatory service, ApplicationInfoFactory, which should have been present at DS activation. The problem is caused by a service used by WABInstaller, briefly cycling between activation/deactivation/activation at server startup. This results in WABInstaller also transitioning between activation/deactivation and WABs being made available, removed and made available again. The fix under this APAR introduces a lock to protect against deactivation while threads are in flight. The fix for this APAR is currently targeted for inclusion in fix pack 8.5.5.9.
