  stating that admin center bundles fail to install and a

  NullPointerException occurs in
  WABInstaller.installIntoWebContainer(WABInstaller.java:362)
  which can result in Errors being output stating that bundles
  could not be installed.
  

Problem conclusion

• This is caused by a NullPointerException on getting a mandatory
  service, ApplicationInfoFactory, which should have been present
  at DS activation.
  
  The problem is caused by a service used by WABInstaller, briefly
  cycling between activation/deactivation/activation at server
  startup.  This results in WABInstaller also transitioning
  between activation/deactivation and WABs being made available,
  removed and made available again.  The fix under this APAR
  introduces a lock to protect against deactivation while threads
  are in flight.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 8.5.5.9.  Please refer to the Recommended Updates page for
