PI55098: CSV EXPORT SHOULD FORMAT DURATIONS AS SECONDS IN FLOATING POINT

Error description

• Currently, the CSV export feature formats durations (DB2
  Elapsed, DB2 CPU, etc.) in the same way the UI does. However,
  Excel does not easily handle these values. The duration fields
  should be exported as "seconds in floating point" so that the
  values can be easily manipulated by Excel.
