Error description

• Useless restart information remains when ORF job fails in data
  set verification right before takeover.
  

Local fix

• Submit an ORF job with RESTART(OVERRIDE) keyword in order to
  make ORF discard the restart data in the RESTART data set and
  start reorganization from the beginning.

Problem conclusion

• When ORF job fails in the data set verification process right
  before takeover, useless restart information for the database
  remains in the restart data set, which causes subsequent ORF
  jobs that reorganize the same database to fail.
  This APAR modifies the error handling logic not to leave
  unneeded restart information in the restart data set.
