Error description

• The "mfp cordova plugin add" command incorrectly outputs an
  error after successfully adding a plugin.

Problem conclusion

• In the event where a non-local plugin was added to a project,
  Cordova would sometimes error with a http 304 response. The MFP
  CLI would mis-interpret this as a plugin add failure, despite
  the plugin being successfully added to the project. The fix was
  a simple check for the 304 error code and treat it as a
  successful add.
