When EGL handles text input of traditional Chinese and Simplified Chinese in structured records. The conversion of the encoding may get wrong and result in non-human-readable characters as output.

Problem conclusion
Provide a new syslib function setCharacterEncoding(arg any in, encoding string in) to specify the internal encoding of the char values.
