  SQLID due to RUN_SQLID restrictions

  * PROBLEM DESCRIPTION: When analyzing a multi-target change,   *
  *                      the user is currently restricted from   *
  *                      specifying parameters RUN_SQLID and     *
  *                      OBJECT_GRANTOR via CM batch.            *

  When analyzing a multi-target change, the user is currently
  restricted from specifying parameters RUN_SQLID and
  OBJECT_GRANTOR. This APAR will remove the restriction
  and allow the target changes to use the same RUN_SQLID
  and OBJECT_GRANTOR across all the target changes.
