Error description

• When a Conditional Reorganization job ends without reorganizing
  the database, ORF does not clean up the apply log data set that
  has been dynamically allocated.

Problem conclusion

• This APAR makes the following changes:
  - ORF to clean up unused log data sets when CRSS decides the

   in Diagnosis-only mode
