Problem conclusion

• This APAR modifies the ORF BMP pauser to restart the BMP with
  the CHKPID=LAST parameter specified when the BMP uses blank
  checkpoint IDs, so that the XRST call at the begining of the
  restarted BMP returns the 14-byte timestamp ID.
