  PROBLEM SUMMARY:
  Incorrect logic caused freeing of Near Term History workareas
  for threads while CUA panels were working with data from these
  areas.
  This could produce dumps or error messages about missing data
  on CUA screens.
  
  PROBLEM CONCLUSION:
  The logic has been changed to free Near Term History workareas
  for threads only when they are no longer needed.
