Error description

• This can happen if the region size specified on this system is
  too small, so REGION=0M needs to be specified on the EXEC
  statement of the server proc.  The sample JCL procedure,
  SHAPJCL(HAPAPROC), should be updated to specify this.

Local fix

• Add REGION=0M to the EXEC statement:

Problem conclusion

• REGION=0M needs to be specified on the EXEC statement of the
  start procedure.  This apar will update the sample procedure
  to specify REGION=0M. TIME=NOLIMIT will be added as well.
  
  This fix is targeted for IBM HTTP Server fix packs:
  
  - 8.5.5.9
  - 9.0.0.0-PI49954
