Error description

  • The following enhancements are being made:
1. Adding a new message to notify users to use a MAXWAIT/WAIT
   statement with PACING.
2. Updating an existing message regarding SNAPDUMP.
3. Making a doc change to User's Guide in regards to the
   "ijklmn" fractions of seconds of the WAIT statement.
4. Add notification to User's Guide that the WAIT statement is
   recommended when using the PACING statement.
