Error description

• The manageODR.py script did not support all documented
  parameters
  

Local fix

• Can use AdminTask.addRoutingRule commands directly, rather than
  using the manageODR.py script

Problem conclusion

• Added support for all documented parameters.
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.7.  Please refer to the Recommended Updates
  page for delivery information:

Temporary fix

• Use AdminTask.addRoutingRule function instead of the
  manageODR.py script
