  Additional symptom;
   Data Share IMS got ABENDU2480 with DSP0300I when we
   ran DEDB Alter Utility to the AREA with SHARELVL=1.
   Shadow ADSs tried to open in Data Share IMS as same
   module flow as above.

  When executing DEDB ALTER utility, abend U2480 occurred at data
  sharing DBRC. Target AREA of the ALTER job is not opened at the
  data sharing IMS.  The abend occurs when ALTER target AREA is
  RSR covered and ALLOC request is made without SSYS
  authorization.
  

Problem conclusion

• The following changes have been made to correct the reported
  problem:
  
  DBFMLOP0: Modified code to skip invocation of DBFLBEU0 when the
            request is for Shadow ADS open from D/S IMS.
  
  DBFMLCL0: Modified code not to issue message
            "DFS2574I AREA=xxxxxxxx STOPPED" on D/S IMS
            when DEDB ALTER completes because the AREA
            is actually not stopped.
  
  DBFDAX00: Modified code to skip the DBRC QUIESCE RELEASE request
            when the AREA is not opened on D/S IMS.
            Modified code not to log 5703/5701 at D/S IMS if
            the AREA is not opened on D/S IMS.
