Error description

• When using a large config_spec with IBM Rational ClearCase UCM
  running:
  'cleartool describe -fmt '%[config_spec]p' stream:<STREAM>
  truncates the output when the config_spec is over 153097
  characters long.
  
  
  This can be seen by running the following commands on a UCM
  config_spec over 153097 characters long:
  # cleartool catcs | wc
  #  cleartool desc -fmt '%[config_spec]p' stream:<STREAM NAME> |
  wc
