Error description

• An error is observed with generated Java when returning dates
  between 1966 and 1979 with Italian daylight savings time applied
  due to the ICU release.
  
  For example applying the date 23/05/1971 where the timezone is
  added as a JVM argument within the Run Configuration in the VM
  arguments as -Duser.timezone=Europe/Rome
  the following error will then occur with both the EGL debugger
  and via the Java program:
  (16:09:30> EGL0102E The 23/05/1971 value of string type cannot
  be converted to the date type.
  (16:09:30> EGL0002I The error occurred in testcase processing
  the main function.
  (16:09:30> endRunUnit testcase (error termination) with
  returnCode=693
