PROBLEM SUMMARY:
ABEND0C4 in IOSCMB if UCB once used for DB2 Volume is removed
via I/O configuration changes.
UCB not validated before calling IOSCMB to ensure storage
hasn't been freed.

PROBLEM CONCLUSION:
Add additional validation of UCB structure.
