PI41153: WTX LAUNCHER PERFORMANCE ON AIX IS SLOW WHEN THE NUMBER OF THREADS INCREASES

Error description

• The WTX Launcher performance on AIX is slow when the number of
  threads increases.  The AIX malloc buckets are disabled for the
  WTX Launcher (APAR PM81151) which is causing slow performance
  with increased threads.

  Circumvention: Enable AIX malloc buckets if the required AIX
  APARs are applied.

  AIX and experience performance scaling issue.

• Enable AIX malloc buckets if AIX version is higher than 7 or AIX
   fork APAR IV28148|IV10838|IV20249|IV21851|IV24964
  is applied on the machine.
