PI37285: Particular user is unable to access CRs after saving a favorite user

Rational Change Interim Fix 4 for 5.3.1.1

APAR status

• Closed as program error.

Error description

• A particular user shows a CR and assigned it to another user.
  The user clicks on the head icon then adds the other user to the
  favorite users box and clicks Save.
  
  After that this user is not able to see this CR or any other CR,
  by doing a show.
  
  They are able to log into Change as another user and view CR
  without any issues.
