Local fix
Problem summary
In Authoring portlet, the HTML Component tag changes the HTML section for anchor tag with href values contain # and javascript.
Problem conclusion
This defect fixes the anchor tag issue only if the href attribute contains "#" and "javascript:" and saves the HTML component as it is.
