  In cases where multiple z/VM system are selected for STOP the
  wrong last used signal interval value is select causing the
  system that need most time for z/VM guest shutdown to fail.
  

Problem conclusion

• With this apar a change is made to how the last used signal
  interval is selected and we now will always use the highest
  value set.
