PI35518: Cannot add actions with CSV import

Error description

• Client is trying to add actions to an activity diagram using the
  CSV import.
  
  After the import completes, the actions are not added to the
  activity diagram.  And, after saving the model and reopening it,
  the activity diagram has disappeared.
  
  Tried adding states to a statechart instead, and that causes
  Rhapsody to crash.
