  Changing the order of interaction operands in a sequence diagram
  is not reflected correctly.
  
  Error Description:
  You can reproduce the issue from the following steps.
  1. Create an new Model Project and add a sequence diagram.
  2. Add classes, methods and a a alternative combined fragment.
  3. Move up and down the operands of the alt combined fragment
  using 'Move up', 'Move Down' and 'Move to Bottom'.
  Then you can see the change is not reflected properly.
  
  Local Fix:
  You can change the order of interaction operands correctly using
  'Move to Bottom'.

Problem conclusion

• The move action was not working properly if the interaction
  operand edit parts were not in consecutive locations, as the
  move indexes were wrong. The fix is to rearrange the editparts
