Error description

• wsdlLocation="HelloService.wsdl" together with
  jax-ws-catalog.xml,
  
  The expectation is this should work as the spec says
  The field wsdlLocation of the WebService annotation (that
  contains a URI relative) must be able to direct a key in a file
  Jax-ws-catalog.xml file in the classpath of the application
  (META-INF/jax-ws-catalog.xml or WEB-INF/jax-ws-catalog.xml).

  When you define wsdlLocation in your service implementation
  class using @WebService annotation  with a non-URL format
  together with jax-ws-catalog.xml, Liberty profile fails to find
  the correct wsdlLocation in jax-ws-catalog.xml file.
  

Problem conclusion

• Removed the wsdlLocation  of the WebService annotation  URL
  format restriction.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 8.5.5.5.  Please refer to the Recommended Updates page for
