  REORG TABLESPACE STATISTICS SHRLEVEL CHANGE of a PBG table space
  with hash organization and pending ALTER(S) gets message
  MSGDSNT500I - RESOURCE UNAVAILABLE REASON 00C200E2 TYPE 220 and
  abends with ABEND04E RC00E40009 at DSNUSEF2 OFFSET1ADA.
  
  The failure occurred because inline statistics processing was
  unable to open the new partition(s) that had been created.  This
  was due to REORG not building certain internal control blocks
  for the new partition(s).  This resulted in the I/J prefix for
  the new partition(s) never being updated.  While this error
  occurred during the inline statistics processing for REORG, any
  operation on the new partition(s) following the REORG would
  result in the error.
  
  This problem can also occur with REORG TABLESPACE SHRLEVEL
  REFERENCE.
