    APAR PI32270 provides 2 new Encryption UDFs
    1.DECENUI0 - requires a new parameter, a user specified Initial
      Chaining Vector (ICV) that will be passed to the ICSF CSNBSYE
      and CSNBSYD service calls. This will be used in place of the
      default used by IBM.
    2.DECENUP0 - uses the ICSF padding rule to provide improved
      index performance with the ICSF CSNBSYE and CSNBSYD service
      calls. This exit also has the user specifiable ICV as
      documented above. DECENUP0 requires the user to increase
      the length of the column to be encrypted to a multiple of 16
      with data type VARCHAR during encryption and decryption.
