Error description

• When using the IBM Rational ClearCase Integration with Cadence
  Design Framework II integration. Performing "cleartool mkelem
  -ci -master -mkpath -cq `find <DIR>" command ends with an
  internal error if the current working directory is not
  checkedout when the command is run and evil_twin protection is
  enabled on the VOB.
  
  WORKAROUND:
  Checkout the current working directory and then run the
  "cleartool mkelem" command.
