Error description

• In GOCPARMS for CM Batch has parms:
  UTIL_TEMPLATE_DISCARDDN_NAME
     UTIL_TEMPLATE_DISCARDDN_USE
  but no parm for setting DISCARDS for the number of source
  records that are to be written on the discard data set.
  This APAR adds support for DISCARDS in CM batch

  The DISCARDS parameter is now being used in the tools but the
  parameter can not be changed from the default of 0.  Users
  would like to add another value in the CM batch JCL job.

  util_load_discards
  The util_load_discards parameter specifies the
  DISCARDS option for generated LOAD utility
  statements.
  Values:
         A valid DISCARDS value for LOAD;
         0 - 2147483647
  Default:
      0
