Error description

• When HPEL is enabled, There is no indication of HPEL enabled
  from the job outputs.

  A message is displayed on the job output to indicate when an
  HPEL is enabled such that we would know to go to logs to find
  the traces
  

Problem conclusion

• Added new message to the z/OS SYSPRINT joblog to indicate if
  HPEL is enabled.
  
  TRAS0041I: High performance extensible logging (HPEL) is
  enabled. Log and trace entries are written to the directories
  as configured in the HPEL configuration.
  
  APAR PI29534 is currently targeted for inclusion in Fix Pack
  8.5.5.5 of WebSphere Application Server V8.5.
