    * PROBLEM DESCRIPTION: PCF command with CMDSCOPE(*)            *
    *                      gives MQRCCF_CFSF_LENGTH_ERROR          *
    *                      or MQRCCF_CFBF_LENGTH_ERROR.            *
    ****************************************************************
    * RECOMMENDATION:                                              *
    ****************************************************************
    A PCF command is coded with a filter element - either
    MQCFT_STRING_FILTER or MQCFT_BYTE_STRING_FILTER.
    It also contains MQCACF_COMMAND_SCOPE set to * (asterisk)
    indicating the message should be passed to every active qmgr in
    the QSG (queue sharing group).
    The command fails with either of these errors:
    RC 3245 (X'0CAD')  - MQRCCF_CFSF_LENGTH_ERROR
    RC 3264 (X'0CC0')  - MQRCCF_CFBF_LENGTH_ERROR
    RC 3266 (X'0CC2')  - MQRCCF_CFBF_FILTER_VAL_LEN_ERR
    This is due to module CSQ9SCNX changing the original
    element when it is parsing it instead of working on a copy
    of the element.

Problem conclusion
