When a Custom LDAP repository is configured in Federated
Repository, a NullPointerException is thrown while initializing
the policy handler from PolicyHandlerFactory.

Problem conclusion

This fix corrects the code to handle the NullPointerException.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.37, 8.0.0.11 and 8.5.5.5.  Please refer to the
