  The 5C6-00E2000B is occurring trying to initialise
  the IANC_2.pBLOBbuffer storage pool, during which
  there is an attempt to obtain a 63M storage area.
  However, as there is no contiguous area of this size
  available, the 5C6-00E2000B abend occurs.
  In the customer's case the CF structures are all at a
  CFLEVEL less than 4, so there is really no need for the
  IANC_2.pBLOBbuffer storage pool.

  When BACKUP CFSTRUCT is issued CSQELBK1 acquires 63M of storage
  in order to perform logging of DB2 messages (blobs). This is
  done regardless of whether there are actually any DB2 blobs to
  be logged. If there is an insufficient amount of contiguous
  storage available then an abend occurs and the queue manager
  terminates.
  

Problem conclusion

• CSQELBK1 has been changed so that it only attempts to
  acquire the storage if it is actually needed.
