Error description

• Compute Grid jobs occasionally are listed as being in canceled
  pending state on the Job Management Console and do not
  transition to restartable state as appropriate. Jobs cannot be
  managed while in canceled pending state.

  *                      Scheduler and cannot be re-submitted.   *

  Due to the incorrect processing of job state when an endpoint
  server restarts, some jobs may be listed as 'cancel pending'
  when they should be correctly listed as 'Restartable'. When a
  job is stuck in 'Cancel Pending' state they cannot be
  restarted and become unusable.
  

Problem conclusion

• With this fix, the Compute Grid runtime correctly establishes a
  job as 'Restartable' when an endpoint server recycles while
  jobs are in flight. Once the endpoint server is re-initialized,
  those jobs can be re-submitted .
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.4.  Please refer to the Recommended Updates
