• Closed as program error.

Error description

• The plugin.xml used the incorrect property names which causes
  the create, update, and delete JDBC DataSource steps to fail.
  Additionally, the wlsMetadata.xml had some improperly formatted
  XML.
  

Local fix

• Update the plugin.xml by replacing all instances of
  JDBCSystemResource with JDBCDataSource
