Error description

• After a server restart an attempt to use DB2 Type-2 results
  in a java.lang.IllegalStateException:
  java.lang.IllegalStateException: Native service for RRS
  transactional support is not active or available

  * PROBLEM DESCRIPTION: An attempt to use a DB2 JDBC type-2     *
  *                      driver after a server restart fails     *
  *                      with the following exception:           *
  *                      java.lang.IllegalStateException: Native *
  *                      service for RRS transactional support   *
  *                      is not active or available. Resource    *
  *                      registration is rejected.               *

  * RECOMMENDATION:                                              *

  When using the zosTransaction-1.0 feature to enable native the
  transaction service support, an attempt to use a DB2 JDBC type 2
  driver after a server restart fails with the following
  exception:
  java.lang.IllegalStateException: Native service for RRS
  transactional support is not active or available. Resource
  registration is rejected.
  The exception takes place because the native transaction service
  is unable to register with Resource and Recovery Services (RRS)
  when the server restarts. The following message can be observed
  in the restarted server logs:
  CWLIB0101E: System service CRG4GRM failed with return code 700.
  Relevant information: ResourManagerNamePrefix: xxxxxxxx,
  ResourManagerNameSTCK: xxxxxxxxxxxxxxxx.
  The 700 return code from RRS' CRG4GRM routine is encountered
  because of a failure during native transaction service support
  deactivation when the server was shutdown last.
  

Problem conclusion

• Code was added to allways process server deregistration from
  Resource and Recovery Services during server shutdown.
  The fix for this APAR is currently targeted for inclusion in fix
  pack 8.5.5.4.  Please refer to the Recommended Updates page for
