Error description
Since WebSphere Application Server Liberty Profile relies on Equinox for OSGi support, various aspects of the server environment can be influenced by certain Equinox settings. In particular, if the system property "osgi.clean" is set, then the OSGi framework that is used by the WebSphere Application Server Liberty Profile at server startup time will clear any OSGi data the OSGi framework has previously cached. . The WebSphere Liberty Server Liberty Profile server command has its own "--clean" command line option (on the server command) to properly clear all cached data. This is the supported way to have Liberty Profile clear all the cached data, which includes both the OSGi framework and other Liberty specific data. . Relying on the "osgi.clean" system property will clear the OSGi framework cached data, but leaves the Liberty Profile cached data intact. There is a relationship between the OSGi cached data and the Liberty Profile data and both must be cleared at the same time. If they are not, undefined behavior may result as a corruption of the cached data on disk.

Problem conclusion
Tolerate the Equinox "osgi.clean" property by triggering a Liberty Profile "--clean" when osgi.clean is set. This will clear all cached data properly. The fix for this APAR is currently targeted for inclusion in fix pack 8.5.5.4. Temporary fix
Use the WebSphere Application Server Liberty Profile "--clean" command line option and remove the "osgi.clean" system property.
