PI27359: Report migrated fails with ORA-32035: unreferenced query name defined in WITH clause

Error description

• A list report migrated from 10.1.1 to 10.2.1fp2 which consists
  of many queries which back-reference further queries including a
  union join fails with  ORA-32035: unreferenced query name
  defined in WITH clause  The report can also fail with
  ORA-32036: unsupported case for inlining of query name in WITH
  clause or ORA-01762: vopdrv: view query block not in FROM  when
  running the queries individually.

• The error is due to an an Oracle 10.2.0.4 defect that is
  resolved in Oracle 11 and 12. A WITH clause is necessary but not
  sufficient for running into the Oracle 10.2.0.4 defect and some
  other factor(s). 8.4 did not generate SQL that included these
  other factor(s) but 10.2.1 does for some queries. Some 10.2.1
  queries that use the WITH clause work just fine (they do not
  expose the Oracle 10.2.0.4 bug).
