Error description

• When you have an artifact set on a build life that has been
  copied
  to a DWS.  Using an ant 'retrieve' or 'resolve', the artifact
  was being pulled from the DWS.  However, through the DWS WebUI
  the artifact set took much longer to transfer (it is
  pulling from the main server).
