  This APAR addresses the following issues:
  1.Tools Base 1.5 does not ship with an Eclipse shell.
  2.The Tools Base Connection Server has been replaced
  by the Functional Support Library Server,
  which now ships with the Tools Base 1.5

  1.Add support for the Tools Base 1.5 Functional Support
  Library-Enabled server
  2.Add support for running in a z/OS Explorer Eclipse
  environment (users must downloaded the z/OS Explorer
